bracket GX20364?

Replaced steering sector and now having issue with forward reverse pedal sticking and not returning. Seems top of this bracket is rubbing something but everything is back together as it seems it should be. Can't find anything about proper way to install this bracket if it happens to fall out when removing steering plate. Any help
