Mend Numatic Henry Problem Full Exhaust

Henry hoover problem?

Hey guys, when the black top of Henry is off there is full suction...the exhaust blows out like normal...but when the black lid goes back on the red housing bit the suction really cuts down...I've checked filter and hose and everything seems to be fine and unblocked...any ideas on why the suction goes when on the red bit?
