I can't select 1st or 2nd gear on my DAF 45 1996 vintage?

Can only select 1st or 2nd when engine is switched off. When moving v difficult to change out of 1st, impossible to get into 2nd and only possible to go directly to 3rd using a lot of force on the gearstick. No noises or gear crunching. Any ideas?
