fixing flow to ice-maker?

I have a samsung sr 2028 cvw american style fridge/freezer.The flow to the ice-cube making basket doesn't happen. It is not the water flow to the fridge [water available from dispenser] but I did have to remove a plug of ice from the spigot where the water flows directly into the basket. Could it be a faulty electrical valve, caused by the now-unblocked spigot, and if so, where might I locate it and check?
