my rdh10rf siemans thermostat will not send signal to my boiler. ?

Both the wall unit and the wireless control panel are on and all the lights are on but it is not communicating with the boiler. The hot water is fine but the boiler will not turn on the heating. We have reset both changed the batteries and nothing. The thermostat appears to be giving odd readings also. Saying it warming than it is in the room. We have also taken out the batteries from the room thermostat and still nothing. Can you suggest anything?
