steam unit heats up but iron doesn't get hot?

We tried to fix this by looking for a loose wire, we didn't find anything broken or not connected inside the iron. We checked the wireing with a tester and the only place we were getting power was in the steam tube itself. The other wires inside the iron showed no current in them. ???
