Mend Mountfield Empress 18 Mower Cut Grass

How can I get the roller on my Mountfield Empress 18 to turn?

I got the mower out of the shed to cut the grass today and I could not push it along because the roller will not turn. Not sure of something has shifted roller belt wise but it looks ok. Need a diagram of what it is supposed to look like really but cannot find one. Is there somebody that can give me a clue please?
