Blades slow when cutting lawn?

When the mower starts to cut, the blades slow down and can't cut grass. new factory belts were just installed.

Having same trouble with snapper ztr. Put on smaller belt to see if that helped - no luck. Looking into the brakes that stops the main pulley may be dragging.
