I have a 02 Toyota Avensis Verso 2.0 D4D with a power loss Issues?

I have cleaned the injector and replaced the brass washers as it had two washers per injector as the last guy failed to remove the washers as they were jammed in place . I have also cleaned the EGR valve and replaced the Mass Flow Sensor as it was showing a fault. There is still a lot of smoke and no power like the turbo is not working, even though there is no side to side movement on the turbo,a tiny movement in and out and it seems ok other than maybe the waste gate actuator is not set up correctly or it might be the wrong one as I think I have covered everything else. Is there a marking on the actuator that will show it is the correct one for the 02 Avensis Verso D4D 2.0 diesel engine as I am not sure what else could be causing this issue as there is no faults showing up to point me in the correct direction, any ideas welcome before I pull out the last of my hair
