Mend Fiat Punto 2004 Inside Car

fiat punto 2004 8v cooling fan not workingheater inside car not blowing hot?

i recently removed my radiator and fan from my punto to do some body repairs i replaced the fan has it was seized. when i put the car back together i had no internal hot air ,i checked for air locks but could not sort it i took it to local garage who say it probably is the ecu my thought were thermostat.
