pulsating lights on motorcycle?

I have pulsating lights on my honda cgl 125 my battery my battery needs replacement but for now im riding using my kickstarter I noticed that even my hooter pulsating when pressed while driving .could it be my voltage regulator trying to charge my bat but do not know what voltage to put out and therefore fluxtiating voltages comming from v regulator
