Mend Briggs & Stratton/Husqvarna Riding Mower Starter Stratton

Should starter flywheel be engaged - motor won't run?

My Briggs & Stratton/ Husqvarna riding mower won't start, just clicks. The starter fly wheel is engaged into the fly wheel, and I can't move either.
Is this the problem, or could it be the solenoid - repair shop says its ok - or the starter it's self??
