Mend Ideal HE 30 Boiler Heating Pressure

Ideal boiler HE 30 Pressure problems?

My Ideal boiler HE 30 is losing pressure even when the isolation vales are closed on the heating flow and return pipes. Does this point to the divert valve sticking ????????????
