Mend Qualcast S35 Starts Not Turn

qualcast s35 starts but the blades do not turn?

I have a newish qualcast and the clutch does not engage. I have removed the cowling around the clutch and there is only a fiber type clutch. I cannot work out how it is supposed to work. Any clues?

It works by the speed of the engine, if the shaft is turning check the drive belt.
