minimoto dirtbike wont start?

my minimoto dirtbike ran out of fuel so l put more in but will not start l have tryed spark plug in another moto its working fine l have checked the jets and they are fine fuel is coming through no problem l also took carburetor on my other moto and put it on but it still wont start but when l disconnected the parkplugg lead and l held the end of the lead metal end and tryed pullstarting it l did not get a shock and l put the spark plug back on the end of the lead and held the end of th plugg in my fingers it did not shock me should it shock me
