Mend TGB 50cc Scooter Engine Throttle

Engine bogs down?

2007 TGB 50cc scooter bogs down the more throttle I give it. I let off throttle an runs fine, can't get it over 15mph then starts bogging down. Starts fine. Changed fuel filter, cleaned air filter, new spark plug.
