Mend Throttle Engine Power Loss

how can I fix my petrol scooter?

My petrol scooter starts first time and ticks over,as soon as you pull the throttle it looses power and cuts out why is this?

blocked/dirty air filter, lack of fuel to carb, blocked jets in carb, wrong size jet(s), blocked fuel filter, not enough choke from cold etc etc.
