Mend Singer 427 Drive Hand Pulley

How can i engage the drive of my Singer 427?

I have tried to tighten the Hand wheel knob on my Singer 427, but it does not tighten against the Pulley Wheel.
Has anyone a drawing of the parts, in case one has mislaid.

there should be a star shape washer between small and big wheel with the high part against the small wheel
