Mend Citroen C3 Work Thought Wrong

Citroen C3 Aircon & blower does not work?

I have a C3 2004. My aircon & blower does not work at all. I thought that my gas in my aircon was finished and that was the cause but I was wrong. My fuses are fine. Could it be my resistor? Please help or advise
