How to fix my craftsman 917.256420?

craftsman riding lawnmower model 917.256420 42" deck

what is causing the brake pad on the arm assembly of the blade pulley to wear out? Also when I disengage the blades the lever will not fully disengage. I have to dismount and take a wood stick to push the arm with the pad on it back to fully disengage.
