battery problem?

battery has been checked and fully charged but when we have a power cut the alarm goes off and the battery power does not kick in

I wish others would realsie this.

Putting a meter across a battery and getting a reading of (example only) 13.7v DOES NOT signify that the battery is any good.

Believe the control panel, it's saying that the stand by battery is not up to the job, replace it.
