To change factory USER code (****):-

enter code *,*,*,*,
press 0,0
enter 0,1
enter new code *,*,*,*,
press PROG
press RESET.

There's more than one version of the veritas 8,either you are not following the correct procedure or you have different software version.

Use the search option at the top of the page and you will find both software versions have been covered.
