Heat Surge how to get out thermal c/o fuse?

I have my 2007 Heat Surge model opened up (everything works but the heat). I see the thermal cut off fuse but how do you get it off the rivet - and back on? Also, as you look at the unit from the front, the end of the blue cord of the thermal cut off fuse with the plastic/rubber protector over it is all brown. I assume this is "burned out" and needs replacing, too? If so, would Radio Shack have this connector? How would I get it under the rivet?
