Mend Work High Wrong

My low beam doesnt work, but high beam does?

My low beam doesn't work, but when I switch to high beam, the low beam lights work. I have switched the fuses around, there is nothing wrong with the bulbs (they work on high beam). So is it a wiring problem, connection problem?
