Hoover AAA140 Error Number 7?

Any advice on how to fix this, is it something someone with a limited amount of technical/mechanical knowledge could do or will I have to call out an engineer ? Hoover have quoted £89 + VAT for someone to come out and take a look, which is more than the 2nd hand cost of it the machine.
I'm trying to decide whether its best to buy a new one or worth trying to have it repaired.

E7/E8 Motor or drum jammed, motor tacho faulty
most likley going to be faulty taco loose or not working
