Mend Heat Surge Roll and Glow Heater Heating Reset Button

Heat surge roll and glow heater works fine on low but shuts off on high?

4 year old heat surge heater shuts off on high works fine on low unplug reset and comes back on with low setting trips reset button and turns off on high? What is the problem?
