Mend Stannah 310 Stairlift Switch

stair lift will not go up ?

the stannah 310 stair lift with the power on will only go up 1-2 inches and then stops, turning the arm switch off and then on will allow the stir lift to go up another 1-2 inches. this can be repeated again and again. the stair lift will go down. Waht is the problem with the unit?
