Electro Lux 2100 turning on and off?

When I turn on the Vacuum it turns on and off when the main power turns off the the power to the floor attachment remains running after waiting a few minutes the power to the canister will turn on again. Very annoying takes an hour to vacuum 3 small floors. Have replaced bags numerous times and the filter. The cord winder is also broken we have been manually winding the cord which has become a mess. Help needed Thanks.
