My Sukida sk 125-2 Will not keep off choke in the mornings?

the man i bought it off said the choke when up was on but on the manual the choke says its off when up, so i keep the choke on for 10 minutes and it still dies when i turn choke off but if i drive it for 3/4 miles it keeps choke on better in the cold mornings, am i not letting it warm too much or is it just becasue the engine is soo cold?
