Mend Henley Dual Cooker Electric Repair

How can we fix our dual Henley gas and electric oven?

We have a dual Henley gas and electric oven. The bottom electric oven is not working but the top oven is. What could the problem be? Is there a fuse somewhere for the bottom oven and if so where is it located?
