peugeot boxer swb 2.0hdi rear drum brakes?

has it been sitting a while in damp weather with the h/brake on?or the cable could be seized or levers on the shoes seized,there is no easy method to remove them but try shock treatment with a 2lb hammer,even let the h/brake adjustment off the cable,when off replace whatever is seized,it could just need a clean up and a good run to get everything free again
