wipers wont turn off on my 1990 iveco van?

if the wipers are switched off when i take the key out they stay on.if i switch them on and take the key out they stay off.once i put ignition on and start it they stay on and wont switch off the 2 speeds work but wont switch off will this be the stalk that needs replacing?
