Flame no longer flickers?

My mum has a Dimplex MK11 inset electric fire. Why do the flames no longer flicker???

I hsve s Dimplex Loxley LXY15(2 years old) and the lights do not operate as well as the fan. The fan runs freely and the lamps have been replaced. The heating elements work as the top of the fire gets hot when switched on. The motor and fan unit are in pristine condition.(No dirt or dust) What has failed-the supply is into the fire.
I USED TO BE A dIMPLEX DEALER.

the fan at the bottom is not turning,remove the coal and take off the grille you will see the fan, try and turn it,it could be seized or there may be a piece of coal in it
