unlock 'frozen' Elna Lotus zz sewing machine?

I've had this machine many years. Unfortunately it has jammed with the presser foot lever in down position. How can I unfreeze it and get it working? I do have a steam cleaner with a fine nozzle, would steam it help? if not how can I unlock it?

Do not use a steam cleaner on it, chances are you have jammed thread in the raceway, force the balance wheel backwards and you may be able to free it off.
