rotten wood on windows?

Should you replace all rotten wood before installing vinyl windows especially the bottom of the ledge where it is the worse before you cover it up with the seal or what ever it is called (the bottom of the window to the brick)?

I don't know what vinyl windows are but if wood is rotten get rid of it. With PVCu windows you don't need wood.
