Mend Sabre 29HE Plus Hot Water Not Central Heating

Hot water but not central heating . . ?

I have just moved into a flat which has a Sabre 29HE Plus combi boiler. It is heating the water but when I switch the Main control to the hot water and central heating setting, it still heats the water but no central heating.

I don't have a thermostat in the flat and I have set the clock dial correctly.

Any ideas??
