What does the F3 fault code mean?

I have a GE Lowprofile microwave oven with exhaust fan for the stove top. The unit shows a F3 code. I unplugged for a few minutes and it works for a short period. ALSO, the exhaust fan comes on by itself and I can not turn it off. Any suggestions?
