Is something wrong with my ge washer?

I have a ge washer(wjsr2080t2aa)Is it normal for the outer basket to move with the spin basket during wash/rinse cycles? I put a new tranny, tub seal, damp. straps, and tub bearing in. I don't remember the outer basket moving much at all before. I thought only the agitator moved. It looks like if the movement continues on the outer baket, the damp. straps and susp. rods might break.
