Solenoid Snapper?

I have a snapper 3312x6s. I put a 14 hp kohler motor in it. I am having a problem. the solenoid clicks sometimes it will not turn over the starter. Starter is good got it tested. I touched to two solenoid terminals with a screw driver nothing happened to spark. What is wrong
