Does anybody know what the code E64 means on a baxi megaflo boiler. ?

We had baxi megaflo boiler installed two years ago. We have had nothing but trouble with it. The installer does not seem to be sure what causes it. He thinks the house may need to be repiped. Do not want to go ahead with this unless 100% sure. System seems to fail when temperature drops
