no flame but heater works?

Checked both bulbs and bulbs are good and tight and work. The unit order date is 04/24/2009; order number is 5679165 Heat Surge. Its an Oak Amish Mantle with Miracle Heater on purchase order. The unit is working and there is no flames showing inside when unit is on.
