Mend Grohe Dal Toilet Cistern Plumber

How can I access the inlet valve in the a front opening Grohe Dal cistern?

After flushing the refill is slow and makes a "spluttering" noise. It looks like the red inlet valve may need replacing (again - done last time by a plumber) but it looks easy if only I can get at the valve. Any guidance on how to get at it??
