Mend Artemide Tizio Not Position Arms

My Tizio lamp will not hold a position. How do I tighten the arms?

The whole beauty of a task lamp is supposed to be one's ability to adjust the height and angle of the light source. My lamp succombs to gravity, no matter where I try to set it, and the light just drops down to the base. There seems to be no obvious place to open up the connection between the arms and the cross bars so as to tighten their connection. Would someone tell me how to do this?
