Mend Door Spring Tension

the cable broke on my garage door and the spring unwound?

the cable broke on my garage door and the spring unwound, now i bought the new parts that i needed, plus the tension kit refitted the new cables, does the garage door need to be up or closed to attatch cables and tension the spring?
