Mend B&Q Toilet Pipe Pressure

How do I manage to insert the filter restrictor. ?

I have just bought and fitted a side inlet concealed cistern from B&Q. I have cut the filter restrictor as recommened for gravity/header tank pressure. I then try to insert it into the threaded pipe tail but it does no go fully in and because of this it is not possible to connect the supplied flexible water pipe.
Can you tell me how to correct this.
