Mend Volkswagen Passat 07 Whilst Light Car

headlights on 07 passat look dim like sidelights?

My headlights are very dim and whilst driving dont light up the road accordingly. The car has recently passed an MOT. other than replacing the bulbs has anyone encountered the same problem
