Probably the drive belt to the pump then. Either the tensioner needs adjusted/renewed or the belt is old and shiny and needs renewed.
Slim possibility the pump is failing, or the fluid needs replaced, but 99% it'll be the belt.
Try to avoid holding the steering at full lock, it's bad for the pump and the rack and will overheat the fluid.
