Mend Smeg SUK62MFX5 Oven Cooker Double

how can i fix my smeg oven model SUK62MFX5 cooker 60x60 with double oven?

The lower oven has stopped working, the fan is not working and there is no heat.
Could it be a fuse or the element? I have changed the element before but I am sure the fan was working last time. Any suggestions?
All the lights and other display lights are working, also the top oven is working.
