fixing spin problem?

1200 hoover special edition there is no number. pumping water and slow spin but not spinning fast enough have changed the belt but no difference any ideas

not familiar with model but could be your drain motor,normally white or black plastic unit with electric connection and small cable on other side connected to brake on motor. test same as for small motor, cable must not slip while holding at one end and supply electrical power
