Dell Inspiron 1525 stuck on Welcome Screen?

I got Dell inspiron 1525 and I am running Window 7 on it, it is stuck on Welcome screen, I tried to log in by safe mode, did not work, need help !!

Windows 7 has a recovery feature, simply boot from the Windows 7 CD, you should see the option to repair/fix/ recover from a broken installation. This will check the Windows 7 installation and repair any thing wrong with that installation, or it is a case of reinstalling the operating system.
